TThis project will strengthen prevention, care and support activities & linkages to services reaching the most at-risk and vulnerable populations along the transport corridor. ROADS is a gap-filler and will need to closely integrate its activities into PEPFAR activities already on the ground in Kantaga and Oriental. ROADS will establish Safe-T-Stops resource centres in various sites that provide prevention services to the target population and works within the community to promote services at the Health Centre (including counselling and testing) and provide prevention programming and outreach at high-risk venues through community events and through peer education. To become more cost efficient over time: Processes, tools and materials developed early in the project can be used or adapted for additional program sites as the program expands, eliminating the need to incur nee costs. In addition, as capacity of local partners is strengthened, there will be less utilization of regional technical assistance and associated cost. Growing relationships with the private sector and other external agencies will present opportunities for leveraging e.g. Donates space, commodities, which will benefit the project. To transition over time to GDRC, local organization or other donors: ROADS will build the capacity of local CBOs/NGOs/FBOs. ROADS will use FHI 360’s tools to score local partners over time to measure & ensure progress including effective and transparent financial management. ROADS will gradually transition project components to these local. The following indicators will be used to evaluate the above activities; # of clusters strengthened to receive direct funds; # of community and faith based organizations strengthened to provide HIV prevention, care and support services
